Standard test materials: U.S. schools can reduce test book quantities until August 31, 2012, but have until September 28, 2012 at 9:00PM EST to increase test book quantities. Schools outside the United States can reduce test book quantities until August 6, 2012, but have until September 19, 2012 to increase test book quantities.
Nonstandard test materials: U.S. schools can reduce test book quantities until September 14, 2012, but have until September 28, 2012 at 9:00PM EST to increase test book quantities. Schools outside the United States can reduce test book quantities until September 14, 2012, but have until September 14, 2012 to increase test book quantities.
What does the PSAT/NMSQT Coordinator Agreement mean?
The agreement is intended to make the PSAT/NMSQT Coordinator aware of recommended practices and policies related to the administering of the test, ensure that he/she will comply with test security and data release guidelines, and confirm that he/she is authorized to order and receive test materials for the school.
When is the test administered in schools?
The PSAT/NMSQT is administered annually in mid-October. Each year, there are two possible test dates. In 2012, the test dates are Wednesday, October 17, and Saturday, October 20.
How many times can a student take the PSAT/NMSQT?
Students can take the PSAT/NMSQT only once in a school year, but can take the test in multiple years. Typically, students must take the PSAT/NMSQT in their junior year to be eligible to enter National Merit Scholarship Corporation competitions. Students who take the test as sophomores or younger must take the test again in their junior year to enter National Merit Scholarship Corporation Programs.
What are the test ordering deadlines?
Schools should order their PSAT/NMSQT materials by June 15. This will ensure that Student Guides arrive by mid-September, allowing students time to benefit from the practice test and to review important preparation information before the test. Schools that order after June 15 will receive Student Guides with their test shipment.
Standard test materials: U.S. schools can reduce test book quantities until August 31, 2012, but have until September 28, 2012 at 9:00PM EST to increase test book quantities. Schools outside the United States can reduce test book quantities until August 6, 2012, but have until September 19, 2012 to increase test book quantities.
Nonstandard test materials: U.S. schools can reduce test book quantities until September 14, 2012, but have until September 28, 2012 at 9:00PM EST to increase test book quantities. Schools outside the United States can reduce test book quantities until September 14, 2012, but have until September 19, 2012 to increase test book quantities.
What materials are available to help students prepare?
PSAT/NMSQT Official Student Guide
The PSAT/NMSQT Official Student Guide is provided free for all test-takers and contains the best information to help students prepare for the test. It includes:
- A complete description of the PSAT/NMSQT including the number and type of questions per section and the amount the time allotted for each section, sample test questions, and a full-length scoreable test (by taking the practice test, students gain familiarity with the directions for different question types, which saves time during the test);
- Information about National Merit Scholarship Corporation programs and other scholarship opportunities;
- Recommended test-taking approaches and strategies to help students do their best on the test, including advice on guessing, pacing, calculator use, and more;
- Also included is information about test dates, fees, scores, test regulations, special testing arrangements, Services for Students with Disabilities, and college majors.
What does a school's status mean?
The following status types appear next to the school names on the District Summary page:
- Deleted: The school is closed or has indicated that they do not want to participate in College Board programs any longer.
- Excluded: The school is not able to order materials or administer the test, but can receive score reports.
- Not Participating: This is a temporary status given to schools. These schools cannot order materials or administer the test.
- Participating: The school can order test materials, administer the PSAT/NMSQT, and receive score reports.
- Payment Due: The school has a past payment due from two administrations ago or earlier, and as a result cannot order test materials until it is resolved.
Why districts cannot order for schools.
Test materials need to be handled with care so that the PSAT/NMSQT remains secure. The PSAT/NMSQT program needs to maintain school-level involvement to ensure that a point person at the school is responsible to receive all test materials. He/she understands how to handle secure test materials and communicates important PSAT/NMSQT-related information (such as email announcements sent by the PSAT/NMSQT program) to the appropriate school staff.
By requiring that all schools order their own test materials, we are also getting investment at the school level. Schools are ultimately responsible for receiving and using test materials, Score Report shipments and sensitive student data. Districts may monitor the status of their school's orders and also send email communication to their schools from the District Ordering Summary page.
Test Fees
What is the cost of the test?
The 2012 fee is $14 per student tested. Schools may add an additional fee in order to cover administrative costs.
There is a $3 fee for a portion of unused tests. Schools will not be charged for unused tests up to 20% of their order (or a minimum of 10, whichever is higher). Beyond this percentage, $3 per unused test will be charged. (Schools that use at least 80% of the tests ordered will not incur an unused test fee.)
Unused test fee example: A school orders 600 tests. There is no charge for 120 unused tests (20% of 600). If the school returns 500 answer sheets for scoring, there is no unused test charge. If the school returns 450 answer sheets for scoring, there will be a $90 additional charge for the 30 unused tests beyond the 120 free unused tests.
For schools outside of the United States, U.S. Territories, and Canada, there is a $3 shipping surcharge for every test book ordered. Shipping test materials to schools outside the U.S. and Canada costs significantly more than shipping to schools within the U.S and Canada. Rather than increase test fees for all students, we ask those schools with high shipping costs to pay a shipping surcharge of $3 per test ordered. As the heaviest, and most costly, materials shipped are the Student Guides and Test Books, the shipping surcharge is applied to the tests ordered, not tests used.
How do I pay for (remit) my school's tests?
You will need to complete your Remittance Report online, then print and mail the completed report with your payment. See "How do I create a Remittance Report to submit with my school's test fee payment?" for more information.
Fee Waivers
How does a student qualify for a fee waiver?
The College Board offers PSAT/NMSQT fee waivers for juniors who are unable to pay test fees themselves. Schools must identify eligible juniors from low-income families and request fee waivers on their behalf.
There is a limited quantity of fee waivers available for each test administration, so schools should request fee waivers early and estimate their needs carefully to ensure an equitable distribution of waivers. Fee waivers are allocated on a first-come, first-served basis and may not be available after June 15. It is the responsibility of the PSAT/NMSQT Coordinator to request and receive confirmation of the quantity of fee waivers.
Eligibility Guidelines
Primary College Board Fee-Waiver Eligibility Criteria
Juniors who are either enrolled in or eligible to participate in the Federal Free or Reduced Price Lunch program (FRPL) qualify to receive a fee waiver.
Alternative Fee-Waiver Eligibility Indicators
If a junior is not enrolled in the FRPL program, or their enrollment status cannot be easily determined, counselors can use the following list of additional indicators to determine student eligibility to receive a College Board fee-waiver:
- The junior’s annual family income falls within the Income Eligibility Guidelines set by the United States Department of Agriculture (USDA) Food and Nutrition Service.
- The junior is enrolled in a federal, state, or local program that aids students from low-income families (e.g. TRIO programs such as Upward Bound). PSAT/NMSQT Coordinators responsible for requesting fee waivers should work with the individuals coordinating these programs to ensure that sufficient quantities of fee waivers are requested by June 15.
- The junior’s family receives public assistance.
- The junior lives in federally subsidized public housing, a foster home or is homeless.
- The junior is a ward of the state or an orphan.
USDA Income Eligibility Guidelines
Below are the guidelines for the 2011–12 school year. For more information, visit the USDA website.
| Household size | Annual Income |
|---|---|
| 1 | $20,147 |
| 2 | $27,214 |
| 3 | $34,281 |
| 4 | $41,348 |
| 5 | $48,415 |
| 6 | $55,482 |
| 7 | $62,549 |
| 8 | $69,616 |
NOTE:The PSAT/NMSQT program uses the same guidelines as the SAT Program in determining fee-waiver eligibility.
International Students
The same income guidelines apply to students living abroad who are United States citizens and will be testing outside the United States.
- Fee waivers may be used by nationals of countries other than the United States who live and test in the United States or U.S. territories and who meet the eligibility requirements.
What does the PSAT/NMSQT Coordinator need to do to request fee waivers for qualifying students?
By June 15, log in to the PSAT/NMSQT Ordering Site, click on the Place/Update Test Material Order and Request Fee Waivers link and enter the number of PSAT/NMSQT fee waivers that you are requesting for juniors. (This page shows the number of fee waivers that were redeemed last year.) After you click "Submit," you will see a confirmation of the number of fee waivers allocated for your school.
What do I do if I need more fee waivers than I have been allocated?
The online system allocates fee waivers for test fees based upon the number of PSAT/NMSQT fee waivers that were redeemed last year. If you have requested more fee waivers than the system allows, you will receive a message indicating that the quantity of 11th grade fee waivers you requested exceeds the amount allocated for your school. The system will automatically adjust the fee waivers down to the maximum allocation.
If you need more fee waivers than the system allows, send an e-mail to psat@collegeboard.org with "Fee Waivers" and your school code in the subject line. In your message state the following:
- Your six digit School Code
- Total number of fee waivers needed
- Percentage of juniors on Free and Reduced Lunch (FRL)/Percent of economically disadvantaged juniors meeting the primary or alternative criteria listed above.
- Explain your school's need for this quantity
You will receive an email response indicating whether or not we are able to allocate additional fee waivers. Our ability to fulfill your request will depend upon the available supply of fee waivers. There is a limited quantity of fee waivers available for each test administration, and requests are fulfilled on a first-come, first-served basis. If you are requesting fee waivers and it is past the June 15th deadline there is a chance your request may not be fulfilled or you may receive fewer fee waivers than you have requested.
After the test, when you complete your school's remittance report online at the PSAT/NMSQT Coordinator site, you MUST complete the Fee-Waiver Roster and list the names of students that used fee waivers. The number of students using fee waivers must be equal to or less than the number of fee waivers allocated for your school.
The Fee-Waiver Roster must be returned with your remittance by November 16, 2012. Fee-Waiver Rosters received after the published November deadline (11/11/11) will not be accepted, and your school will be responsible for the payment of all test fees.
What do the terms requested, allocated, and redeemed mean?
Requested: the amount of fee waivers requested by a school.
Allocated: the number of fee waivers that a school has been granted. Remember, all schools must complete and submit a Fee-Waiver Roster (to be completed during the online remittance process immediately following the test administration) to actually redeem fee waivers or have them applied.
Redeemed: the final number of fee waivers that actually were applied for a school. The number of fee waivers redeemed by a school may be fewer than the number allocated (depends on student eligibility and whether schools correctly submit the Fee-Waiver Roster).

Alternate Test Dates
What are the consequences of testing on an alternate test date (Form A)?
Schools that cannot test on the official test dates due to religious observances or a holiday should contact PSAT/NMSQT Services.
Form A will be disclosed in 2011. Please note that PSAT/NMSQT Summary of Answers and Skills (SOAS) reports will not contain comparable group data.
How do I request an alternate test date?

How do I link from my school's Web site to my school's PSAT/NMSQT public page?
To add your school's PSAT/NMSQT public page to your school's website, place this line of text into your HTML code:
<a href="https://psatordering.collegeboard.com/pno/public/schoolPage.do?aiCode=xxxxxx" target="_blank">yyyyyy's PSAT/NMSQT Website</a>
Replace the 'xxxxxx' with your six-digit school code.
Replace the 'yyyyyy' with your school's name.
District and State Contracts
Participating districts, states, and sometimes other educational entities, have made arrangements to cover test fees for specific grade levels covered by their PSAT/NMSQT® Early Participation Program agreement.
The College Board's PSAT/NMSQT Early Participation Program (EPP) is an initiative designed to increase access for and involvement of all students in the college-going process. By engaging students at an earlier age while there is still time to inform instruction and learning, the Early Participation Program helps increase their readiness for college. More about EPP.
